POSITION OVERVIEW

Rare is looking for a Site Implementation Officer (SIO) to support the delivery of the Rainforest Trust-supported project “Creating Networks of Locally-Led Legal and Functional Protected Areas to Conserve Species, Habitats, and Fisheries in Southern Palawan, Philippines”. Reporting to the Program Implementation Sr/Manager, the SIO will work directly with local partners and stakeholders to ensure program activities align with the Rainforest Trust project’s goals and Fish Forever’s objectives and strategies. The SIO will assist in implementing partnership agreements, monitor progress, and support capacity-building efforts for effective program delivery.

 

The SIO will also work in close collaboration and coordination with Rare's Shared Services Group, the Site Implementation Officer (SIO) will manage the implementation of current and upcoming projects under Rare's Fish Forever Program in their area of assignment. For this role, the SIO will be assigned in the municipality of Brooke’s Point, Palawan. The program includes the establishment of Managed Access and Reserve (MA+R) areas in coastal municipalities in 7 Southern Palawan municipalities, supported by policy and governance (P&G) systems, effective management bodies (EMB), data for decision-making (DDM), and financial and market inclusion (FMI) - all underpinned by community engagement and behavior adoption (CEBA).

 

The Site Implementation Officer (SIO) role entails providing coaching, facilitation, and technical support to the Municipal Coastal and Fisheries Resources Management (CFRM) Teams of LGU partners in the implementation of the Fish Forever Program; developing an efficient implementation strategy for sites assigned to them; planning and budget utilization tracking; monitoring, evaluation and learning (MEL), reporting, and overall program and support staff management and administration. The role also involves support to the Program Implementation Manager (PIM) in maintaining partnerships with implementing partners, co-delivery partners from the provincial government and regional and local offices of national agencies (Bureau of Fisheries and Aquatic Resources (BFAR) Department of Agriculture (DA), Department of Environment and Natural Resources (DENR), and other relevant agencies), as well as academic institutions, civil society organizations, and the private sector, as opportunities arise.

 

The SIO will be required to travel to project sites to facilitate processes and conduct activities based on agreed timelines and scope.

 

The Site Implementation Officer (SIO) shall provide support in the province's coastal municipalities. The SIO will also coordinate with co-delivery partners and the regional and local offices of the Department of Environment and Natural Resources (DENR), Bureau of Fisheries and Aquatic Resources (BFAR), and other agencies and organizations.

 

ESSENTIAL FUNCTIONS

 

  • Lead, assist and facilitate in implementing the Fish Forever program in assigned site or cluster of sites; The current project focuses on implementing Municipal Fisheries Ordinances and Coastal and Fisheries Resources Management Plans through inter-LGU alliances. Activities include facilitating behavior change campaigns to support sustainable fishing behaviors related to:
    • fishers' registration and enrolment in social protection programs o coastal and fisheries law enforcement
    • catch documentation using the OurFish mobile app
    • capacity building of municipal fisheries management bodies/MFARMCs
    • organizing and strengthening of Fish Forever Savings Clubs and federation building;
  • Ensure that strong and responsible partnership, collaboration, and engagement is established and managed to advance programmatic goals and deliverables;
  • Lead or assist in designing or improving program interventions towards achieving desired outcomes and impacts.
  • Help ensure that program plans, outputs, and outcomes are achieved based on technical, financial, time-bounded, and quality specifications;
  • Provide feedback, recommendations, and insights for program effectiveness and efficiency;
  • Demonstrate utmost professionalism and courtesy in dealing with different program stakeholders;
  • Observe regular and timely submission of program reports and reporting requirements;
  • Ensure timely compliance to financial and administrative responsibilities and accountabilities.
  • Perform other tasks as may be assigned by the immediate supervisor.

 

EXPERIENCE AND EDUCATION

  • Bachelor’s degree in a related field such as environmental management, community development, social sciences, or fisheries (preferred).
  • Demonstrated experience in program implementation, community engagement, and/or partnership management.
  • Strong communication and interpersonal skills for working with diverse partners and stakeholders.
  • Ability to work independently and solve problems in a dynamic, field-based environment.
  • Willingness to travel regularly to project sites within Southern Palawan.
  • Good oral and written communication skills in English and Tagalog; proficiency in any of the Indigenous language, preferred.
  • Excellent skills in organizing, facilitating, and evaluating events and workshops.
