About the Position

 

Rare manages an active portfolio of over $20 million of grants and contracts funded by the US government and other bilateral and multilateral sources, foundations, and corporations.  Each of our donors has specific terms and conditions that they require Rare to meet to ensure that they understand how we are spending the money that they award us.  It is vital to Rare’s organizational reputation and to our ability to continue to attract high-profile grants and contracts that we operate in strict compliance with our donors’ terms and conditions. 

 

The Manager, Agreement Services and Compliance is responsible for the vital function of overseeing Rare’s grants, contracts, and subagreements financial management in full compliance with Rare and donor policies and procedures. Specifically, he/she will be responsible for the financial management function of grants and contracts, including monitoring expenses against grant budgets, reviewing grants and contracts expenditures for allowability and assisting in ensuring that Rare complies with required donor award terms and conditions for each agreement or contract entered into by the organization.

 

The Manager, Agreements Services and Compliance will be supervised by Rare's Director, Agreement Services and Compliance and will work closely with all finance team members, program staff and the development team. This position is essential to the Agreement Services and Compliance team to ensure appropriate stewardship of donor funding received by Rare.

 

 

Essential functions

 

Financial Management and Reporting

  • Regularly prepare program financial and operational analyses
  • Maintain all life of grant budgets in financial management system
  • Review financial reports and information pertaining to budgets, project expenditures, and donor special provisions
  • Prepare all financial reports for donors according to grant agreement provisions
  • Issue all donor invoices for restricted funding and monitor payments
  • Support ledger reconciliation and prepare aging reports

Cost Proposal Creation

  • Support creation of detailed budgets for concepts and proposals
  • Coordinate with Program and Development departments to prepare all organizational concept and proposal documentation required by donor

Donor and organizational compliance

  • Ensure compliance with time and expense system
  • Maintain grant information in Salesforce, including annual funding allocations, reporting requirements, and donor payments
  • Responsible for training staff across the organization on specific donor compliance issues

Procurement

  • Review and approve organizational procurement and purchasing, ensuring compliance with donor and Rare policies and procedures
  • Ensure availability of funding designated for procurement and purchasing
  • Responsible for training staff across the organization on procurement and contracts

Audit

  • Lead project audits in accordance with donor requirements
  • Support annual organizational audit and internal audit function

 

 

Minimum Qualifications

  • Bachelor’s degree and 5-7 years of relevant work experience or equivalent combination
  • Proven ability in project management and collaborating with different teams to problem-solve and find creative solutions
  • Exceptional organizational skills to prioritize projects and initiate follow-through with meticulous attention to detail
  • Superior interpersonal and communications skills, both verbal and written, and the ability to engage effectively with staff at all levels in a fast-paced, entrepreneurial work environment
  • Experience generating reports and interpreting data
  • Ability to operate with considerable independence and discretion
  • Strong computer skills including intermediate Excel, familiarity with databases, and working knowledge of Word and PowerPoint

 

 

Preferred Qualifications

  • Experience with Salesforce, Sage Intacct, and Databasics Time and Expense
  • Experience working in Asia-Pacific or Latin America region
  • Experience managing funds from USAID, the Global Environment Facility, and European bilateral and multilateral donors (ie German Ministry of the Environment, Nature Conservation and Nuclear Safety [BMUV])
  • Prior experience in an international, cross-cultural work environment with willingness to work flexible hours on an as-needed basis to serve the needs of a global organization with diverse time zone needs
  • Proficiency in Spanish, Portuguese, or Bahasa Indonesia
