POSITION OVERVIEW:
Rare’s Innovative Finance program connects rural and remote communities on nature’s frontlines to the formal financial sector, helping them build resilience to financial shocks fueled by climate change.
Reporting to the Director for Innovative Finance, Asia-Pacific, the Manager will contribute to the overall objectives of Rare’s Innovative Finance (IF) Program in Indonesia. Through IF, Rare aims to unlock capital to foster sustainable economies, implement climate-based and nature-based solutions, and de-risk investments to support local and underserved communities and ecosystems.
The program focuses on:
- Overcoming institutional and market barriers that currently impede the flow of capital into sustainable economies and climate-based and nature-based initiatives, ensuring these efforts are in line with global sustainability and development objectives.
- Adoption of nature-based and behavior-driven finance strategies to aid in climate change mitigation, adaptation, and resilience, reinforcing the management of community-based resources and ecosystems.
- Promoting economic growth and sustainability by enhancing the financial resilience of local community households and Micro, Small, and Medium Enterprises (MSMEs) within domestic value chains.
- This is a full-time position with an initial contract of 1 year with a possible extension. It is based in Indonesia and will require domestic, often remote, travel.
ESSENTIAL FUNCTIONS
Program Management
Manage a portfolio of projects under Rare’s Innovative Finance Program that are implemented in Indonesia, which include:
- Supporting the IF Director for Asia Pacific to ensure all projects in Indonesia are delivered on time, within scope, and on budget.
- Regularly updating the Indonesia team on Innovative Finance activities and ensuring alignment with the broader organizational strategy.
- Preparing and managing workplans, contracts, and sub-agreements.
- Collaborating with the Rare Indonesia team, external consultants, and partners to implement project initiatives, including feasibility studies, landscape analyses, sector formalization, and enhancing access to social protection for local communities.
- Ensuring compliance with donor reporting requirements and timelines, including the preparation of progress and financial reports, and monitoring project risk to adapt plans as necessary
- Traveling to local communities to build and maintain relationships with local governments, MSME owners, and coastal community members, fostering strong partnerships that support the implementation of the program’s goals.
- Facilitating capacity-building efforts within local communities to enhance resilience and ensure long-term sustainability of the financial initiatives.
Stakeholder Engagement
- In collaboration with the Rare Indonesia Policy and Government Team, work closely with relevant local and national government agencies and support the convening of high-level working group meetings between relevant government agencies and Rare.
- Explore and support collaborative opportunities with relevant partners, like development finance institutions, multilateral banks, and international organizations.
- Analyze legal and policy frameworks to identify opportunities for innovative finance, and strategically tap into existing pools of capital, such as undeployed funds from Indonesia’s debt-to-nature swap earmarked for OECMs, as well as other emerging financial mechanisms.
Fundraising Support
- Support the identification of fundraising opportunities for innovative finance solutions.
- Assist in the process of preparation and design of project concepts and full-fledged proposals.
Communications
- Promote internal and external communications with relevant audiences, establishing thought leadership in appropriate venues.
- Represent IF in speaking engagements or related workshops/events to promote IF projects.
Travel
- Domestic travel is required, comprising up to 15% of the employee's time, to engage with local communities, partners, and stakeholders.
- International travel is expected at least once a year to participate in global program initiatives, conferences, or training sessions.
REQUIRED EXPERIENCE
- A Master's Degree in a relevant field required, such as economics, finance, or banking, or an equivalent combination of education and experience.
- 5 years of experience in corporate social responsibility, development finance, international or government relations, and engagements with bilateral, multilateral, and international organizations.
- Strong background in finance or economics, including exposure to financial modeling, mobilization of investments, and/or investment development and strategy
- Exceptional written, oral, interpersonal, and presentation skills and the ability to distill complex financial content into easily understood communication to community members and across all levels within a culturally diverse organization.
- Understanding of Indonesian legal systems, policies, and regulations relevant to investment and finance.
- Excellent organizational capacity in managing tasks, people, and government relationships.
- Excellent ability to work as part of a multi-disciplinary team with proven success in being able to thrive in a fast-paced, high-expectation project environment.
- Experience in solving problems and ability to apply conflict resolution and negotiation techniques to achieve results.
- Ability to self-manage, adjust to competing priorities, and allocate time as necessary to get the job done.
- Fluent in Bahasa and professionally fluent in English – both written and oral.
- Working knowledge of marine, fisheries, and agricultural issues, and experience working with relevant government agencies, is preferred.
