Position Overview

Rare has an immediate opening for a junior level Site Implementation Officer (SIO) to support the delivery of the IKI-GIZ TRANSCEND project in Misamis Oriental and Mindoro Occidental. Reporting to the Program Implementation Manager (PIM), the SIO will work directly with local partners and stakeholders to ensure program activities align with the TRANSCEND project’s goals and Fish Forever’s objectives and strategies. The SIO will assist in implementing partnership agreements, monitor progress, and support capacity-building efforts for effective program delivery.

 

This position is based in Lubang Island in Occidental Mindoro.

 

 

Essential Functions

Partnership Management and Development

  • Build and nurture relationships with local partners (eg. Inter-LGU Alliances, NGOs, people’s organizations, government agencies) to ensure effective program delivery and alignment with the TRANSCEND project and Fish Forever objectives.
  • With the guidance of the PIM, co-facilitate planning and implementation with partners through meetings and workshops, fostering collaboration and shared learning.
  • Identify, formalize, and manage new partnerships to enhance the TRANSCEND project’s and Fish Forever’s impact, leveraging resources to strengthen program outcomes.

Program Implementation Support

  • Support partners in building skills and enhancing program delivery, focusing on governance, enforcement, and monitoring goals.
  • Help partners use tools like the MPA Evaluation Assessment Tool (MEAT) and the Fisheries Management Assessment Rating Kit (FishMARK) to review fisheries data and strengthen Coastal and Fisheries Resource Management
    (CFRM) plans.
  • Lead site-based logistics and procurement activities.
  • Monitor work plans with partners to ensure quality and performance, resolve issues, and keep all parties aligned with program goals.
  • Gather and maintain clean, accurate data aligned with the program’s needs, ensuring consistency and accuracy for effective program implementation and decision making.
  • Ensure accurate and timely documentation of agreements with partners 

Project Finance and Administration

  • Support the preparation of regular program reports, ensuring timely and accurate submission, in alignment with program and donor requirements.
  • Ensure timely and accurate liquidation of finances, handling program funds with integrity and in accordance with Rare’s policies.
  • Gather and document compelling stories for social media to highlight the project’s achievements and impact.
  • Collaborate with internal teams, providing feedback and insights from the ground to enhance program effectiveness and improve operational processes.

 

Qualifications

  • Bacherlor’s degree in a related field such as environmental management, community development, or social sciences.
  • At least two (2) years of experience in program implementation, community engagement, and/or partnership management.
  • Strong communication and interpersonal skills for working with diverse partners and stakeholders.
  • Ability to work independently and solve problems in a dynamic, field-based environment.
  • Willingness to travel regularly to project sites in Misamis Oriental or Mindoro Occidental.
  • Excellent oral and written communication skills in English and Tagalog; proficiency in Cebuano and any of the local languages in the assigned sites is preferred.
  • Excellent skills in organizing, facilitating, and evaluating events and workshops.
