Position Overview:
Rare Philippines will strengthen Coastal 500, a global network of local leaders (including local chief executives (LCEs) in the Philippines) that was established in June 2021. Coastal 500 was established primarily to improve local fisheries governance and improve the status of small-scale fishers and their communities. To amplify the impact of the work of the Philippines LCE members, Coastal 500 intends to provide a platform for learning and for promoting community-led and rights-based fisheries management, as well as to improve local fisheries governance in general. It has three (3) working themes, namely: (1) local leaders pledging their commitments for effective fisheries governance; (2) collective learning through various platforms, including exchanges; and (3) raising the profile of SSF and their communities in various international, national, and sub-national levels. In addition, the Coastal 500 network plays an important role in scaling Fish Forever strategies as we seek to motivate more and more local leaders to improve the status of small-scale fisheries in the Philippines. The primary role of the Manager is to develop and implement these approaches for Coastal 500 in the Philippines.
Essential Functions:
The responsibilities of the Manager for Coastal 500-Philippines are the following:
Aligning Coastal 500 Philippines with the Global Network
- Participate in regular cross-country “pillar team” meetings with peers across Rare’s country and global teams to ensure activities and achievements of the Philippines Coastal 500 network are shared with and can benefit from the global network;
- Facilitate communication and collaboration opportunities for network members within the Philippines and with global network members in other countries.
Localizing Coastal 500
- Lead the formulation, finalization, and implementation of the Coastal 500 Philippine Roadmap based on the Coastal 500 Action Guidebook and other relevant Philippine policies on small-scale fisheries and Fish Forever guidance documents.
- Work closely with the Program Implementation Teams (PITs) in terms of coordination, planning, and conducting workshops, webinars, training, and fora to ensure that Coastal 500 activities address the most relevant and pressing needs of stakeholders within the Philippine context.
- Identify and engage strategic venues to integrate Coastal 500 initiatives in fisheries' plans and other relevant development and conservation plans
Expanding and Cultivating the Network
- Explore partnerships with like-minded organizations and networks that could facilitate the expansion and scaling of Coastal 500 to other relevant partners;
- Develop mechanisms and processes for expanding the network, including recruitment, screening, and maintenance;
Supporting/Equipping C500 Members
- Provide technical support through analysis and recommendations to emerging issues and concerns that affect the network members and raise issues to the global Coastal 500 manager as needed.
- Organize learning exchanges and events that help in the achievement of the network’s goals, both within the Philippines and – in collaboration with peers in other Rare country offices – potentially cross-nationally.
- Raise the profile of the Coastal 500 on various platforms, both nationally and internationally.
- Produce regular newsletters and policy briefs on relevant local issues and concerns relevant to Coastal 500 and its members.
- Organize and ensure access to relevant resources that include both traditional and digital platforms;
- Identify and maintain effective and efficient communication channels between and among its members.
- Formulate and disseminate the network’s statements to advance the goals of small-scale fisheries in the country.
Managing the Program
- Ensure that the Coastal 500 Philippine Roadmap is achieved in partnership with relevant stakeholders.
- Co-develop activity designs, concept notes, training modules as necessary.
- Facilitate regular check-ins and coordination with the PITs, PaGE,, and Coastal 500 global manager.
- Develop and implement mechanisms for regularfeedback and monitoring of the network’s progress.
- Prepare reports and engage with donors.
Qualifications
- Five (5) years of relevant work experience required, preferably with a focus on program development and management, relationship management, and network building.
- Experience working effectively in a global organization, with both the local country team and culturally diverse colleagues within a global headquarters organization.
- College degree in policy, business/resource management, administration, relevant social sciences, or a related field. Master’s degree is a plus.
- Excellent planning, organization, program management, and people management skills.
- Effective written and verbal communication skills.
- Demonstrated ability to produce high-quality output, completed within strict deadlines.
- Fluent spoken and written English required; fluency in Tagalog and/or Visayan dialect is an advantage.
