    POSITION OVERVIEW

    Rare is looking for a Program Implementation Manager (PIM) who will drive the IKI-GIZ TRANSCEND project in the Philippines by managing partnerships in Macajalar Bay (Misamis Oriental) and Looc and Lubang (Mindoro Occidental). This includes making sure partnership agreements and results align with the project’s goals and with the Fish Forever objectives, strategies, and priorities. The PIM will lead a team of Site Implementation Officers (SIO), work closely with other teams, and visit project sites to meet with partner organizations. The role also involves finding new partners for the program and working with government offices and other groups in the area. Rare is looking for someone who can think strategically, build strong relationships, and solve problems, with experience in managing partnerships and running programs. 

     

    ESSENTIAL FUNCTIONS 

  4. Partnership Management and Development 

    • Build and maintain strong relationships with partners (e.g., LGU Alliances, NGOs, and government agencies) to ensure effective collaboration, align efforts with the TRANSCEND project, and drive successful program delivery.
    • Facilitate joint planning, implementation, and learning through stakeholder meetings, workshops, and discussions with partner organizations like the Foundation for the Philippine Environment (FPE).
    • Identify and formalize partnerships to boost Fish Forever and the TRANSCEND project’s impact, ensuring due diligence and agreement completion.
    • Manage partnerships at provincial and regional levels to support cluster-wide implementation.
    • Collaborate with mission-aligned groups, leveraging resources from government, NGOs, and academic institutions to strengthen program outcomes. 

     

  5. Program Implementation Oversight 

    • Guide SIOs in helping partners build skills and enhance program delivery, focusing on governance, enforcement, and monitoring goals.
    • Help partners review fisheries data using tools like the MPA Evaluation Assessment Tool (MEAT) and the Fisheries Management Assessment Rating Kit (FishMARK) and enhance LGU’s Coastal and Fisheries Resource Management (CFRM) plans for improved fisheries management.
    • Keep partners engaged, monitor work plans to ensure quality and meet program standards, review performance, and address challenges.
    • Coordinate with Partnerships and liaise with IKI-GIZ (Keep partners engaged and motivated while ensuring all parties stay aligned on goals).
    • Coordinate updates and communication across teams to ensure smooth and effective program delivery.

     

  6. Strategic Contribution 

    • Help improve scaling strategies by identifying ways to expand and strengthen Fish Forever’s impact.
    • Work with teams to improve partnership processes and tools, using feedback from partners and on-the-ground experience.
    • Ensure accurate and timely documentation of agreements and program progress for both internal and external use.
    • Share lessons learned and best practices to support organizational learning and growth.
    • Prepare regular reports with key insights, challenges, success stories, and recommendations, including content for social media.

     

  7. Supervisory Role 

    • Provide leadership and guidance to two (2) Site Implementation Officers (SIO) under the same project by ensuring clarity of roles, responsibilities, and expectations while fostering a collaborative and productive work environment.
    • Monitor performance and progress by setting performance goals, conducting regular evaluations, providing timely and constructive feedback for individual and team success, and addressing challenges proactively.
    • Oversee task execution and accountability by tracking the project’s timeline and deliverables aligned to organizational priorities and strategies.

     

  8. Project Finance and Administration 

    • Work with the Senior Director, Program Implementation Director, Finance, and other teams to create annual work plans and budgets.
    • Create budgets and event plans for activities, coordinating logistics with SIOs for onsite activities.
    • Manage cash, budgets, and expenses following Rare’s financial guidelines and processes.
    • Track and report program budget use, ensuring funds are used effectively.
    • Contribute to financial and program reports for project updates and overall program progress.

     

    WORKING RELATIONSHIPS AND SUPERVISOR RESPONSIBILITY

    Internal: This position reports to the Senior Director for Shared Services and Implementation and interacts frequently with Philippines-based teams and with Rare global teams.

    • This position supervises the work of Site Implementation Officers (SIOs) based in different parts of the Philippines and other contractual staff that may be engaged to implement additional projects onsite.

  10. External: This position works closely with external partners that will work with Rare to deliver common objectives (co-delivery partners). These partners may be regional or provincial LGUs and/or line agencies, LGU Alliances, people’s organizations, other non-governmental organizations, and others. The candidate may also work with contractors, consultants, and vendors for the implementation of Fish Forever activities based on agreements and partners. 

     

  11. REQUIRED EXPERIENCE AND EDUCATION 

    • Bachelor's degree in management, social science, community development, environmental science, or relevant field At least five (5) years experience in a multi-cultural remote office and team-based environment with a track record of nurturing partnerships and enabling partners to achieve common goals.
    • Demonstrated program and partnership management skills in a development setting, preferably in coastal communities and fisheries, and with training in project management.
    • Ability to remotely manage a high-performing team.
    • Excellent oral and written communication skills in English; can translate complex ideas into simple language for various audiences; proficiency in Tagalog, Cebuano, and any of the local languages in the assigned sites is preferred.
    • Excellent skills in organizing, facilitating, and evaluating events and workshops.
    • Excellent interpersonal skills and the ability to build positive working relationships with internal and external stakeholders.
    • Must be adept with computer programs such as MS Word, MS Excel, MS PowerPoint, Outlook, Zoom, and other programs.
    • With independent judgment and initiative that could boost performance, productivity, and efficiency, leading toward the achievement of Fish Forever’s goals.
