Position Overview
Reporting to the Director for Capacity Exchange and Learning of the Philippines Shared Services Group, the Capacity Exchange and Learning Officer is responsible for building the capacity of staff, implementation partners, community members, scalers, and other relevant stakeholders across sites in the Philippines to achieve the goals of the Fish Forever program. As a specialist in adult education, experiential learning, and effective training methodologies, the Capacity Exchange and Learning Officer leads the design, delivery, and evaluation of capacity-building activities, tools, and resources consistent with the Fish Forever learning framework and customized according to local contexts and aligned to the Philippines Fish Forever scale strategy.
This position requires working closely with the Philippines Shared Services Group (SSG) and the Program implementation teams for collaboration and learning, participation in the global Training Management Team, and coaching team members on best practices in training management.
Essential Functions
Manage and lead the development and delivery of a range of capacity exchange and learning activities for building individual and organizational capability, aligned with Fish Forever outcomes, program-scale objectives, and organization-wide strategies.
Key Responsibilities
- Design, implement, and deliver capacity-building programs following the Fish Forever learning framework and competency plan, ensuring the use of gender-inclusive training methods and diverse learning modes.
- Build the competencies of Rare staff to become highly performing contributors in the achievement of the organizational goals and objectives.
- Develop a network of trainers capable of consistently delivering the Fish Forever learning plan and training scaling partners in using Fish Forever tools to build a pool of local facilitators and community educators.
- Provide performance support and maintain quality control to ensure training enhances performance, and that acquired skills are applied by trainees.
- Establish, monitor, and assess training standards and outcomes, using feedback from training participants and making recommendations to enhance training while adhering to Rare’s standards.
- Oversee the management of training facilities, equipment, and materials to ensure their availability and effective use when needed.
- Collaborate with Rare’s Hub for Collaboration and Learning to access global guidance documents, offer feedback on learning frameworks and strategies, incorporate global training innovations, and develop relevant training models and materials.
- Track and manage capacity-building requests, hold regular update meetings with partners, and serve as a problem-solving resource for scaling partners.
- Lead the Rare Philippines Training Management Team in documenting success stories, learning insights, and experiences to improve training delivery, build a community of practice, and contribute to future training initiatives.
- Pursue opportunities for professional growth, such as attending skills training, webinars, and communities of practice, and utilizing relevant reading materials.
- Carry out additional tasks as assigned by the Director of Capacity Exchange and Learning.
Experience and Education
- A bachelor’s degree in communication, media, education, human resources, psychology, or a relevant field (essential).
- At least 3-5 years of experience in direct training management and adult learning (essential).
- Excellent track record in training management and evaluation, curriculum development, and instructional design (essential).
- Strong experience in the successful application of effective learning models and methods (e.g., adult learning, experiential learning, distance learning, New World Kirkpatrick Model, ADDIE, etc.).
- Demonstrable teaching, training, and coaching experience in an adult learning environment.
- Strong project management and partnership management experience.
- Excellent written, verbal, and interpersonal communication skills.
- Critical thinker with innovative problem-solving skills, and strategic and creative mindset.
- Ability to thrive in team environments, with a strong understanding of diversity, equity, and inclusion.
- Proficiency in MS Office suite is a must. Basic graphics design e.g. Canva, and distance learning platforms; audiovisual production skills a plus.

- Willing and able to work with rural fishing communities and sometimes geographically isolated locations in the Philippines.
