About the Position
The Strategic & External Engagement team at Fish Forever is searching for a passionate and organized manager to help champion our global impact. You'll play a key role in coordinating Fish Forever's presence at major events, supporting expansion into new countries, and tackling special projects across fundraising, communications, and policy.

Position Overview
The Rare Technology Cybersecurity Analyst plays a critical role in defining and executing the organization's security strategy. This position is anchored around two core functions: overseeing the effectiveness of Rare’s security solutions and establishing a comprehensive security posture through policy development, architectural security design, and targeted training programs. The role is pivotal in selecting security solutions, conducting vulnerability audits, and promoting a culture of security awareness across all departments.
In this capacity, the Cybersecurity Analyst is expected to carry out systems and network responsibilities and collaborate with program leads to share and implement the security vision. This role demands a visionary leader adept at navigating the complexities of IT security, championing proactive risk management, and aligning security initiatives with Rare’s commitment to innovation and integrity.
Responsibilities
- Develop and Maintain Security Architecture: Craft and upkeep Rare’s security infrastructure to align with our innovative needs and operational demands.
- Security Awareness and Training Program: Design and execute a comprehensive security awareness program that cultivates a strong security culture among all employees.

Qualifications

- At least 5 years of hands-on experience in information security roles, showing a clear track record of managing security systems, developing security architectures, and implementing policies and procedures.

Position Overview
Rare is looking for an innovative and solution-oriented individual to translate and apply behavioral and social science insights to environmental challenges in Latin America. Working closely with Rare’s partner organizations in Latin America, the selected candidate will collaborate with team members from the Center for Behavior & the Environment to guide the design, implementation, and evaluation of behavior change interventions.
The ideal candidate has strong social and behavioral science research skills and demonstrated experience applying these skills in a field setting, preferably in a programmatic setting. To support in research and intervention design, the applicant should have strong knowledge and experience in behavioral or social science (Eg: behavioral economics, psychology, cognitive science, anthropology) or a related field, programmatically or academically.
As part of Rare’s Center for Behavior & the Environment and working closely with the Training Manager, Latin America and Senior Behavioral Scientist, among others, the Applied Social Scientist, Latin America will be responsible for collaborating with range of partners from the region (generally conservation or environmental practitioners) to conduct thorough and rigorous research to design behaviorally informed solutions to a range of environmental challenges. This involves utilizing Rare’s Behavior-Centered Design process, which combines human-centered design principles with the latest insights from behavioral and social science. As the candidate will work with partners to develop practical evaluation frameworks, experience in program impact evaluation is preferred. Additionally, this role involves building capacity in partner organization around behavior change, supporting them in understanding and implementing the Behavior-Centered Design process. This involves frequent meetings with partners explaining research, design, evaluation, and social science principles in non-expert terms, as well as supporting in the design and facilitation of training.
Core Responsibilities
Design, test, and evaluate behavioral interventions and programming:
- Utilize the behavior-centered design process to address environmental challenges in Latin America.
- Develop and implement mixed methods research strategies tailored to each project.
- Execute research, analyze results, and communicate findings to project team to inform design decisions.
- Work closely with project partners on program design and implementation, understanding specific partner needs and support in building behavior change capacity.
- Collaborate with a broad range of project team members, including project managers, trainers, consultants, etc.
- Conduct comprehensive evaluation, documenting results, and formulating actionable recommendations.
Build capacity around behavior change with partner organizations through training and mentorship:
- Mentor partner organizations on applying the behavior-centered design process, from developing research tools to co-creating Monitoring & Evaluation plans.
- Assist the Training Manager and other colleagues in designing and facilitating trainings on behavior-centered design.
- Co-develop resources that effectively translate research findings and recommendations into useful tools for variety of non-expert audiences.
Valuable Qualifications
- Minimum 3 years of experience conducting qualitative and quantitative social and/or behavioral research, ideally in field or programmatic settings.
- Proficiency in behavioral and social science principles and literature; experience applying insights to solving complex problems.
- Master’s or PhD degree in relevant field to behavior change preferred (behavior science, behavioral economics, psychology, anthropology, sociology, public health, etc.).
- Advanced quantitative skills for designing and conducting rigorous experiments, including knowledge of power analysis, study design, and data analysis. Familiarity with R and/or Python is favored.
- Proficiency in working with cross-sectional, quasi-experimental, and experimental data.
- Proven experience in effectively educating and communicating scientific concepts to non-scientific audiences, both in writing and verbally.
- Experience effectively managing projects and people, including the ability to manage collaboration and different levels of an organization.
- Ability to thrive in cross-functional team environments to build relationships across geographical distances, cultural communities, and up and down the organizational structure.
- Willingness to travel as needed, up to 25% of the time.
- Fluent in written and spoken English and Spanish; proficiency in Portuguese is a plus.

About the Role:
The Associate, Accounting & Finance for Indonesia will provide accounting and financial support for the Rare’s Indonesia team for the implementation of the Indonesia-based program. The primary responsibilities are to support day-to-day financial transactions, relevant tax duties, and financial reporting, including but not limited to:
Accounting & Taxation
- Record transactions in the accounting system. Including preparation of journal entries based on payment and receipt vouchers and non-cash journal vouchers and entries, such as depreciation of fixed assets, amortization of prepaid expenses, monthly foreign exchange adjustments on the monetary assets and monetary liabilities, etc.
- Ensure financial and accounting records follow donor requirements, local and national government regulations, and Rare’s policies and procedures.
- Process payments in designated bank accounts.
- Preparing annual tax returns and payments within the required time frames
- Preparation and filing of monthly tax returns to the relevant authorities, as follows:
- Corporate income tax ("PPh 25"); Withholding tax article 23 on services, royalties, interest, rent, and dividends ("PPh 23") provided by and paid to local entities; Withholding tax article 26 on services, royalties, interest, rent and dividends (" PPh 26") provided by and paid to offshore entities; Final withholding tax return on construction, consultant, rent of land and/or building and sale of property ("PPh 4(2)"); and Value Added Tax ("PPN"); if any.
- Preparation of employee income tax slip (SPT 1721-AI).
- Preparation of trial balance, general ledger, and supporting details according to the chart of accounts.
- Prepare bank reconciliations, a list of outstanding receivables and payables, list of fixed assets, taxes, and other supporting details with the general ledger accounts.
- Reconciliation of staff cash advances.
- Assisting the Indonesia team with detailed budget-to-actual report as needed and the preparation of country financial updates or report to Rare and donors.
Payroll
- Preparation of the list of individual staff remuneration based on information submitted by Talent.
- Submit payroll for approval to the Arlington Office.
- Reconciliation of the employees' salary list with the individual employee salary details.
- Calculation of the employee tax and BPJS Employment and Healthcare of individual staff based on salary information.
- Preparation of a take-home pay list of individual staff, to be reviewed and agreed upon.
- Preparation of the transfer instruction and overall summary report of the individual staff salaries to be sent to the designated bank accounts.
- Preparation of salary slips for all employees.
Finance
- Prepare monthly financial reports for headquarters/regional office and project reports for donors and the Government of Indonesia (GOI); draft proposal budgets for donors in collaboration across departments.
- Together with the Manager, Finance & Operations, assist with audit processes for the country, which may include annual financial statement audits in accordance with local laws, Rare required audits, and donors’ audits in accordance with grant agreements.
- Preparation, reporting, and payment via the bank account of the take-home pay amounts on a monthly basis.
- Preparation, reporting, and payment via the bank account of the monthly employee income tax.
- Preparation, reporting and payment via the bank account of the BPJS Employment and Healthcare on a monthly basis.
- Maintain and update bank and petty cash books.
- Manage petty cash movements, conduct petty cash counts on a regular basis, and reconcile the cash count results to petty cash books and resolve any discrepancies noted, of all Rare offices.
- Prepare sequentially pre-numbered payment yang and receipt vouchers.
- File the payment and receipt vouchers properly with the supporting evidence attached to the related vouchers.
- Manage fixed assets.
- Manage banking requirements.
- Keep all original documents in file and scanned copy as HO requirement.
- Assisting Rare staff with new financial controlling systems, when needed conducting training to all Indonesia staff and full-time consultant on the new financial controlling systems.
Qualifications:
- Bachelor’s degree and 2-3 years of experience in accounting and/or financial management or in a closely related field.
- Tax Brevet A & B Certification
- Previous financial management experience with an international non-governmental organization or similar entity.
- Demonstrated experience and skills in budget monitoring.
- Knowledge of international donors’ rules and regulations would be a decided plus.
- Experience in organization wide audits, as well as any donor and GOI specific audits.
- Proactive temperament and ability to work under pressure and meet deadlines.
- Good oral and written English language skills.
- Willingness to travel to project sites as needed.
- Computer literate in the use of word-processing, spreadsheets, accounting software, and local area networking.

About the Role:
The Manager for Financial and Market Inclusion will play a pivotal role in the Innovative Finance work of the Fish Forever program implementation team in the Philippines. The work will include overseeing projects focused on financial and market inclusion with responsibilities that encompass project and budget management, coordination, administrative support, and grant oversight. This position bridges central, country, and support teams, while also liaising with funding agencies. Collaboration with site implementation teams, local partners, and government officials is crucial.
Reporting to the Director of Implementation and Innovative Finance, this role ensures adherence to Rare's policies, supports Fish Forever grant management, and contributes to system-building efforts alongside the Director of Innovative Finance.
Essential Functions Program Management:
- Provide independent management oversight over a portfolio of FMI-related grants and related deliverables in support of Fish Forever.
- Assist in the preparation and management of FMI-related work plans, budgets, contracts, and sub-agreements.
- Working with implementing and cooperating partners to launch and manage several pilot interventions at different Rare sites.
- Ensure grant deliverables are met on time and within budget.
- Monitor accomplishments and deliverables of project implementation and provide recommendation for higher management action.
- Identify project risks or delays, and develop mitigation plans to address them.
- Develop all related donor reports in coordination with country teams. Manage all related reporting timelines.
- Prepare for and conduct all related program status reviews.
- Ensure all related updates are provided in internal project tracker software.
- Respond to program requests, liaise with other program and support staff.
Research, Scoping and Strategy Development:
- Work with Rare and the Fish Forever partners, external consultants and donor institutions to plan and conduct a series of studies to understand current conditions and determine opportunities- including identification of current local capacities, fishery related enterprises, livelihoods, and social enterprises.
- Collaborating with Fish Forever teams across regions to share strategies, learnings, and opportunities.
Budget Management Support:
- Co-provide oversight of grant-funded budgets, including coordinating the preparation, monitoring, and reporting of the budgets in close coordination with the FMI Senior Manager.
- Oversee the high-level budget to actuals of related grant budgets.
- Identify any risks, and work with country teams and finance to develop mitigation plans.
- Work with Finance to develop and finalize donor financial reports. Manage all related reporting timelines.
- Prepare relevant reports for program review, or report on financial status during program review.
Communications:
- Develop and execute internal communications plan to support and increase knowledge sharing about related projects and other departments at Rare.
- Provide support to priority communications projects or project presentations to different partners and stakeholders.
- Represent the team in speaking engagements or related events to promote the projects as directed by the Senior Manager, FMI.
- Serve as a point person for programmatic information related to assigned projects.
Qualifications:
- 5 or more years of relevant work experience required; experience in community organizing work an advantage.
- Degree in public/business administration, economics, finance, project management, international development, or a related field.
- Demonstrated project and budget management skills.
- Comfortable working with coastal communities and a multi-cultural environment.
