About Rare Rare is a fast-growing, international conservation organization. Rare’s culture is results-oriented and entrepreneurial.   Our Mozambique team is pursuing the ambitious Fish Forever program which seeks to prove and then promulgate the combination of community-led fisheries management and networks of marine reserves. This program uses behavior-centered design and social marketing to reach coastal communities and shift Mozambique’s nearshore fisheries toward sustainability while preserving the country’s extraordinary marine biodiversity. The Fish Forever program builds on Rare’s significant experience and success in helping communities achieve effective No Take Zone compliance in marine protected areas, seeking to achieve greater community benefits from their investments in fishery and marine biodiversity management by combining this with clear fishing rights. Fish Forever implementation in Mozambique is part of Rare’s global Fish Forever initiative which includes the operation of this program in ten countries around the globe.   About the Position Rare is seeking a passionate and experienced leader who will provide overall management and coordination for Rare’s project entitled “Coastal Lifeline – A Provincial Approach To the Empowerment of Fisher-Farmer Communities to Adopt Nature-Based Solutions in Mozambique” that is funded by the Blue Action fund in support of Rare’s Fish Forever program activities. The project geography includes four districts in Nampula province, namely Memba, Nacala Porto, Ilha de Mocambique, and Mogincual. The project aims to capacitate 10 community fisheries councils (CCPs) to enable the implementation and local management of 1,088 km2 of climate-resilient marine areas that offer a framework for the conservation and restoration of critical, green infrastructure.   The Manager will be responsible for the implementation of the Coastal-Lifeline project in accordance with Rare’s overall vision, mission, and values and ensure alignment with our global strategic objectives. He/ She will be an inspirational manager to oversee staff and facilitate team building and staff development. Reporting to Rare Mozambique’s Director of Program Implementation, the Manager will coordinate closely with Rare teams in Mozambique and central staff in Arlington Virginia, US. Further,  He/She will ensure alignment with project consortium partners as well as relevant stakeholder groups. Through the lens of the Coastal-Lifeline project, the Manager contributes to the Fish Forever program’s scaling goal, achieving national-level adoption of the community-managed fishing areas and reserve network approach to coastal fisheries management.     Position duties and responsibilities   Project Coordination - Work closely with field Project Implementation staff, project consortium and government partners, and other Rare’s staff including shared service managers to ensure the smooth execution of the technical activities - Overall project management and coordination to ensure the timely completion of project related initiatives to facilitate a smooth and efficient implementation; - In collaboration with the Program director and central teams, develop and submit project work plans and budgets, and report on project progress against deliverables; - Ensure strong integration among quality improvement, M&E, Environmental & Social Management Systems (ESMS) and project learning activities; - Align the implementation approach of the project with the Fish Forever 3.0 strategy; and - Disseminate best practices and lessons learned among all stakeholders, including the Rare team, local partners and donors. - Develop and maintain effective working relationships with key stakeholders, partners and donors; - Represent Rare externally, as needed, to strengthen existing relationships, including attending local coordination mechanisms with similar projects and generate new partnership opportunities; - Facilitate cooperative relationships between Rare staff and implementing partners, government partners, in-country technical partners, consultants and local communities and Community Fishing Councils (CCPs). Implementation and Management - Provide direct overall management, mentoring and coaching to the site-based project implementation staff under his/her supervision - Encourage and facilitate a collaborative work environment that builds acceptance and commitment through engagement and open dialogue; - Communicate and solicit input when managing and promoting change and sharing in efforts that involve staff embracing change; - Maintain and encourage a positive outlook especially during challenging times; - Supply timely project updates for the country and/ or donor websites and social media; - Liaise with Program Director and Headquarter staff in Arlington, Virginia, for project reporting in compliance with Rare’s systems procedures and practices. EbA Policy and Governance Advocacy Support - Support Rare Mozambique’s Program Director and Vice President in advocating integration of EbA elements into Mozambique climate policy frameworks; - Engage local partners, co-facilitate capacity building workshops to share experience, lessons and project policy deliverables to stakeholders - Identify and report on policy and governance outputs of relevance for the outcomes. Education and Experience This position requires an experienced leader with demonstrated success building and growing an organization with complex programs. A successful candidate will be someone who is a well-rounded general manager with exemplary people, process, and project management skills. S/he will have wide ranging management experience within an international organization, including the oversight, development and growth of an ambitious project. Fluency (written, reading and speaking) in both English and Portuguese is essential.    Other qualifications include:   - A minimum of 7 years’ program/project management experience designing and implementing complex strategies with 4+ years in a staff management and leadership positions (experience in NGO and/or private sector business is highly desirable); - Extensive experience working in Mozambique coastal and fisheries communities is critical, with exposure to western (e.g. US, Europe or Australian) organizations; - A background in community-based engagements preferably within the conservation, international development, marine science or fisheries sectors; - Experience in building and managing professional teams focused on achieving measurable results for people and nature and will be well-versed in global policy initiatives of relevance to Rare’s mission; - Proven ability to communicate, engage and manage relationships with partners, funders, and his/her own team; the ability to be communicative, directive and persuasive; - Demonstrated ability to influence and engage direct and indirect reports and peers, - Exceptional written, oral, interpersonal and presentation skills, and the ability to effectively communicate across all levels within a culturally diverse organization; - The ability to operate as an effective tactical and strategic thinker; - The willingness and ability to travel up to 40% to site locations within Nampula province regularly, and to Maputo and other countries as requested; - A Bachelor’s degree is required, preferably with additional proven record in senior management/leadership and/or a Masters’ Degree in business management or other related fields; - Experience in the implementation and monitoring of Environmental and Social Safeguarding standards is a plus; - Experience in advocacy and policy in a relevant field in Mozambique (e.g. marine conservation and fisheries) is a plus; - Enthusiasm for Rare’s mission and respect for its core values and culture. Working closely with Rare’s partner organizations in Latin America, the selected candidate will collaborate with team members from the Center for Behavior & the Environment to guide the design, implementation, and evaluation of behavior change interventions.   The ideal candidate has strong social and behavioral science research skills and demonstrated experience applying these skills in a field setting, preferably in a programmatic setting. To support in research and intervention design, the applicant should have strong knowledge and experience in behavioral or social science (Eg: behavioral economics, psychology, cognitive science, anthropology) or a related field, programmatically or academically.   As part of Rare’s Center for Behavior & the Environment and working closely with the Training Manager, Latin America and Senior Behavioral Scientist, among others, the Applied Social Scientist, Latin America will be responsible for collaborating with range of partners from the region (generally conservation or environmental practitioners) to conduct thorough and rigorous research to design behaviorally informed solutions to a range of environmental challenges. This involves utilizing Rare’s Behavior-Centered Design process, which combines human-centered design principles with the latest insights from behavioral and social science. As the candidate will work with partners to develop practical evaluation frameworks, experience in program impact evaluation is preferred. Additionally, this role involves building capacity in partner organization around behavior change, supporting them in understanding and implementing the Behavior-Centered Design process. This involves frequent meetings with partners explaining research, design, evaluation, and social science principles in non-expert terms, as well as supporting in the design and facilitation of training.  Core Responsibilities Design, test, and evaluate behavioral interventions and programming:  - Utilize the behavior-centered design process to address environmental challenges in Latin America. - Develop and implement mixed methods research strategies tailored to each project. - Execute research, analyze results, and communicate findings to project team to inform design decisions. - Work closely with project partners on program design and implementation, understanding specific partner needs and support in building behavior change capacity. - Collaborate with a broad range of project team members, including project managers, trainers, consultants, etc. - Conduct comprehensive evaluation, documenting results, and formulating actionable recommendations. Contracts, Agreements, and Procurement Management - Coordinate with other program units to ensure proper oversight, including review and evaluation of proposals, risk assessment of applicants, drafting of agreements, development of appropriate monitoring program, review of financial reporting, close-outs, and associated documentation and record keeping. - Coordinate with other program units to ensure proposal budgets are appropriate to the program and in conformity with Rare policy and donor requirements. - Ensure agreements are awarded and managed in compliance with Rare’s policies and procedures. - Facilitate procurement processes and ensure that policies and procedures are followed. Talent/Human Resources  - Co-manages annual human capital audit to mitigate risk and actively manage Talent functions within the region. - Ensure compliance with and communication of local laws and regulations and Rare’s policies and practices. - Oversee recordkeeping and documentation related to recruitment, payroll, benefits, safety, and training. - In coordination with the Talent team, assess policies and practices that increase staff safety and awareness within the local environment. - Act as the local liaison of the Talent team to support global balanced scorecard metrics related to building Rare culture, increasing staff engagement, and supporting training initiatives that create career development opportunities for our staff. Information Technology - Facilitate compliance with Rare Technology global policies and support regional staff with their IT needs. - Locate and vet local IT partners and act as a liaison between local vendors and the Arlington IT department. - Manage IT outsourcing services on a day-to-day basis. - Coordinate the procurement of equipment in coordination with the Arlington office. - Bring country technology needs to the attention of the Rare Technology department. - Manage IT assets and inform IT of additions and changes. Office Management and Program Operational Capacity - Ensure that the country office holds adequate insurance, and that staff and physical assets have a secure environment to operate. - Assess program operations performance and take steps to address and remedy areas of concern. - Manage local organizational structure efforts in operations, ensuring roles, responsibilities, and workflow are clear among the operational staff. - Serve as field advocate by facilitating feedback between country staff and Arlington regarding policies and procedures. - Provide and arrange training to ensure program staff are well-versed in operational matters. - Maintain efficient use of program resources, making sure that administrative services are provided in a timely and cost-effective way. - Lead local “greening” efforts that make Rare a socially responsible and environmentally conscious employer.   Qualifications (Skills, Knowledge, and Abilities) - College degree in finance or business administration and four (5) to five (7) years of work experience. - Proven financial management skills and experience in budget preparation and management. - Ability to accurately and efficiently review and analyze detailed information. - Familiarity with the requirements for successfully managing a non-profit organization under program law. The Officer will supervise and train junior accounting staff as well as work and collaborate with program and finance staff in the Philippines and the United States.   Essential Functions: The Sr. Finance & Grants Officer will exercise independent judgment in the following areas:   Accounting - Enter and review transactions recorded in the accounting system, bank account reconciliations, staff cash advances, and petty cash. - Ensure financial and accounting records are in compliance with donor requirements, local and national government regulations, and Rare’s policies and procedures. - Supervise the vendor payment process. - Liaise with an external accounting firm for tax filings, annual tax returns, and other matters and review monthly tax and statutory payments to relevant government authorities. - Primarily responsible for audits and financial reviews, both in-country and home office annual audits, and drafting management responses to audit observations. - Ensure filing of the audited financial statement (AFS) and general information sheet (GIS) on or before the 31st day of January each year. Financial Management - Assist budget owners and the Director for Finance & Administration during the mid-year budget revision process and budgeting for the next fiscal year. - Monitor and assess the country office’s budget versus actual spending and generate/distribute monthly reports with analyses that are understandable enough for budget owners. Draw up strategic courses of action to ensure spending within allowable parameters, and optimize use of available resources. - Release finance bulletins and advisories to inform all staff about new and current finance guidelines and other important matters. - Lead in the conduct of refresher courses on policies and procedures such as procurement, contracting, and financial management systems for current staff and onboarding sessions for new hires.  Procurement and Contract Management  - Provide technical assistance to staff in doing the procurement process, review vendor contract agreements and supporting documents, and endorse for further review any contractor/sub-award agreements. - Manage the Contracts Monitoring Tracker and send out reminders to contract leads whose contracts have passed the expected end dates. Grants and Donor Reporting  - Prepare budgets for possible new funding opportunities. - Review donor contracts/cooperative agreements and ensure compliance with requirements related to finance policies. - Track donor and grant reporting deadlines to ensure timely compliance and submission of reports to the Home Office. - Assist in reviewing and tracking cost share requirements to gather evidence of cost share and ensure that files are complete to substantiate cost share calculations in the event of an audit. - Establish and maintain positive working relationships with donors and program staff.  Sub-Recipients Grant Management Support - Support program implementation managers to negotiate costs and cost-sharing agreements with sub-recipients based on donor limitations/requirements (such as allowable, disallowable and allocable expenses). - Conduct site monitoring visits to ensure compliance and provide financial assistance support to implementing partners.  Filing and Record Keeping  - Create and maintain electronic and official hard copies of finance files (grants, budgets, contracts, etc.). Ensure all files kept confidentially and are in compliance with donor and Rare policies and practices and all regulatory requirements - Prepare files for auditor's review. - Archive closed grant files and prepare them for storage. Other tasks may be assigned by the Director for Finance & Administration as required.   Experience and Education: - A bachelor’s degree in Accounting or Finance is required for this position. - At least five years of experience working with international nonprofit organizations, particularly in budget development, management, and monitoring; procurement and contracting; and the general financial management system. - Advanced proficiency in using Microsoft Excel. The work will include overseeing projects focused on financial and market inclusion with responsibilities that encompass project and budget management, coordination, administrative support, and grant oversight. This position bridges central, country, and support teams, while also liaising with funding agencies. Collaboration with site implementation teams, local partners, and government officials is crucial.   Reporting to the Director of Implementation and Innovative Finance, this role ensures adherence to Rare's policies, supports Fish Forever grant management, and contributes to system-building efforts alongside the Director of Innovative Finance.   Essential Functions Program Management: - Provide independent management oversight over a portfolio of FMI-related grants and related deliverables in support of Fish Forever. - Assist in the preparation and management of FMI-related work plans, budgets, contracts, and sub-agreements. - Working with implementing and cooperating partners to launch and manage several pilot interventions at different Rare sites. - Ensure grant deliverables are met on time and within budget. - Monitor accomplishments and deliverables of project implementation and provide recommendation for higher management action. - Identify project risks or delays, and develop mitigation plans to address them. - Develop all related donor reports in coordination with country teams. Manage all related reporting timelines. - Prepare for and conduct all related program status reviews. - Ensure all related updates are provided in internal project tracker software. - Respond to program requests, liaise with other program and support staff. Research, Scoping and Strategy Development: - Work with Rare and the Fish Forever partners, external consultants and donor institutions to plan and conduct a series of studies to understand current conditions and determine opportunities- including identification of current local capacities, fishery related enterprises, livelihoods, and social enterprises. - Collaborating with Fish Forever teams across regions to share strategies, learnings, and opportunities. Budget Management Support: - Co-provide oversight of grant-funded budgets, including coordinating the preparation, monitoring, and reporting of the budgets in close coordination with the FMI Senior Manager. - Oversee the high-level budget to actuals of related grant budgets. - Identify any risks, and work with country teams and finance to develop mitigation plans. - Work with Finance to develop and finalize donor financial reports. Manage all related reporting timelines. - Prepare relevant reports for program review, or report on financial status during program review. Communications: - Develop and execute internal communications plan to support and increase knowledge sharing about related projects and other departments at Rare. - Provide support to priority communications projects or project presentations to different partners and stakeholders. - Represent the team in speaking engagements or related events to promote the projects as directed by the Senior Manager, FMI. - Serve as a point person for programmatic information related to assigned projects.
